There's three different types of diaper covers.

Velcro/Snaps

The most common one are the type that use velcro or snaps. These are great because you won't need pins or a snappi for these. The thing about velcro is that you'll need to remember to close the velcro snaps before they go in the wash, or else the cotton diapers will snag on the velcro. Snaps are a great solution to this, however, they don't fit as well as velcro covers. Snaps are usually more expensive as well.

Pull Ups

These simply pull over the cloth diaper, but don't secure the diaper to the baby. These are the cheapest option, but you'll need to get pins or a snappi. Personally, I would spend a bit more for convenience, the savings on the pull ups just don't justify the extra step of having to pin the diaper on.

Wool covers

Wool naturally wicks moisture away from the baby, and allows the baby's skin to breathe. Wool covers require pins or a snappi, and are a bit more pricey than other covers. If you a mother that wants a natural organic cover, wool is a great choice on the cloth route.

If you have a larger budget for reusable diapers, you might want to try an all in one diaper like BumGenius 4.0 or Kissaluvs. You can buy a dozen to two dozen and use them as your daily diaper, so you don't have to use a diaper cover. If you have a smaller budget, you can buy one or two and use them when you are on the road.
